Zanzibar PVOC Certification

 

Since November 1, 2016, the Zanzibar Bureau of Standards (ZBS) has implemented the Verification of Conformity (PVoC) program. All exporters to Zanzibar must ensure their products undergo assessment and certification through the PVoC program before customs clearance at the port of entry. As an internationally recognized third-party testing and certification organization, BACL was officially authorized by ZBS in September 2025 to become the PVoC CoC issuing body for all general goods exported to Zanzibar from China (including Hong Kong, Macao and Taiwan), Japan, South Korea, North Korea, Mongolia, the Middle East and Southeast Asia. This can efficiently help manufacturers enter the Zanzibar and even the entire East African market!

Control List

The Zanzibar PVOC program covers twelve categories of goods, including toys, electronic and electrical products, automobiles, chemicals, etc. These goods must undergo conformity assessment and obtain CoC certificates when exported to Zanzibar

Personal belongings, certified products from EAC member countries, motor vehicles and goods with FOB value of no more than 1000 US dollars are exempt. Exporters need to confirm whether their products meet the exemption conditions (EAC: a regional international organization composed of eight countries, Kenya, Uganda, Tanzania, Burundi, Rwanda, South Sudan, the Democratic Republic of the Congo and Somalia)

ZBS PVOC: Main Steps and Introduction

The Zanzibar PVOC certification includes five key steps: submission of documents, document review, payment confirmation, on-site inspection/supervision of loading, and issuance of CoC certificate, all of which are closely connected. Exporters can directly log in to the BACL online application platform to submit documents through Exporter Portal: https://exporter-portal.baclcorp.com.cn

 

Platform Guidelines

 

1- Exporter operation process

1. Registration, data upload, and preliminary processing. Exporters complete system registration, then upload forms through the system, and the system automatically recognizes the data. they can choose to fill out the form online or download it and upload it after filling it out.

2. Data review and exception handling Data is normal: proceed directly to step 3. Data exception: The system records the exception and updates the status. Exporters need to fill out the application form online and upload supplementary documents (which can be confirmed through non real time communication with BACL).

3. Inspection and Payment After the exporter makes payment, the system assigns inspectors to inspect the goods. The inspector conducts on-site inspection and uploads inspection records and reports.

4. Certificate Confirmation and Acquisition After the inspection data is reviewed, a COC draft is generated and the exporter confirms it online.

 

2-Inspector (ZBS) Operating Procedures

1. Task Receiving and Inspection

After the system assigns an inspection task, the inspector conducts on-site inspection and records data.

2. Data Upload and Review

The inspector uploads the inspection records and report, and the system reviews the data.

Data Normal: Proceed directly to step 3.

Data Abnormal: Record the abnormality and update the status; supplementary materials are required for re-review.

3. Certificate Generation and Status Update

After approval, the system generates a draft COC certificate, and the status is updated to "Pending Confirmation."

After official certificate confirmation, the status is updated to "Completed."

4. Query and Download

Inspectors can query the status of all records under their national account online and download the generated certificates.
