AQSIQ passed Administrative Measures on Quality Supervision of Fibre Products (“Measures”) on 3 Feb. 2016. The Measures will apply since 31 March 2016 repealing Administrative Measures on Quality Supervision of Wadding Fibre Products announced by Z.G.Decree 89.
The “fibre products” in the Measures refers to wadding fibre products, student’s wear and fabrics, which take natural and chemical fibres as the main raw materials and are produced through processing. Those who produce, sell or use such products in profit or non-profit activities shall be responsible for product quality and fulfill the obligations for quality of raw materials, labelling, acceptance checking and recording, etc.
Fibre products shall be identified with labels as per rules, including: compliance certification for product inspection; producer name and address; product name, stipulation, grade, standard No.; and other requirements set forth by the state. The labelling of student’s wear and fabric shall include fibre components and contents and safety category. Where the safety category of fabrics cannot be identified, fabrics shall bear formaldehyde content, pH value, colour fastness, abnormal ordor, cleavable carcinogenicaromatic amine dyes, heavy metals and other indexes as required by the national standards of China.
Users of student’s wear should entrust testing body with a legal qualification to test those products. They will be fined no more than RMB 10,000 and required for correction if failing to check acceptance and make records or to send those products for testing.
BACL reminds that student’s wear can be supplied to users only when tested by a testing body with a legal qualification or punishment will be imposed.
