On January 20, 2026, USA California has proposed an act AB 1604- ' Product safety: proofs of purchase: intentionally added bisphenols'. This bill will be added to Chapter 12.3 (commencing with Section 108943) to Part 3 of Division 104 of the Health and Safety Code, relating to product safety. This bill would prohibit, on and after January 1, 2027, a paper proof of purchase provided to a consumer by a business or created by a manufacturer from containing intentionally added bisphenol A (BPA), and, on and after January 1, 2028, from containing any intentionally added bisphenols.

BPA is known to disrupt hormones, causing cancerous tumors, birth defects, and other developmental issues. The Ecology Center has found that 93 percent of paper receipts are coated with bisphenol A (BPA) or bisphenol S (BPS) chemicals.

The following are the main contents of the bill:

1）On and after January 1, 2027, a paper proof of purchase provided to a consumer by a business or created by a manufacturer shall not contain intentionally added bisphenol A.

2）On and after January 1, 2028, a paper proof of purchase provided to a consumer by a business or created by a manufacturer shall not contain any intentionally added bisphenols.
