Washington Issued Guide for Pb, Cd, Phthalates in Kids' Product

The Department of Ecology of Washington State issued guidance for determining whether Ecology will consider a particular children's product to be subject to continuing enforcement under Washington's limits on lead, cadmium and phthalates under Children's Safe Products Act (CSPA) - RCW70.240.020 on Feb 12, 2016. It clearly states the applicable products of the limits on Lead, Cadmium, and Phthalates under CSPA. For those children’s products that are covered by the Washington standards but not by federal standards, the Department of Ecology intends to enforce the applicable state standards. However, for those consumer products to which a federal standard for lead, phthalates or cadmium applies, the Washington standard for that constituent is preempted and cannot be enforced.


Detail Limits: 

(a) Lead ≤90 ppm (children cosmetic, car seats which are not covered by federal act)

(b) Cadmium≤40 ppm (all children’s products except toys)

(c) Phthalates (DEHP、DBP、BBP、DINP、DIDP and DnOP) ≤1000 ppm(all children’s products except toys and children care articles)
