A new section of Toxic-Free Kids and Families Act (HB 2545) passes on Washington State House of Representatives vote on Feb 15, 2016, prohibits the sale of children's products and upholstered furniture in the state contains five kinds of toxic flame retardants.

HB 2545 bans five toxic flame retardants in children’s products and upholstered furniture from July 1, 2017. Any manufacturer, wholesaler or retailer, shall not manufacture, distribution and sale any component containing five kinds of toxic flame retardants content exceeds 1000ppm ( single flame limit ) of TDCPP, TCEP, decaBDE, HBCD, and TBBPA in children's products and upholstered furniture.

Moreover, the rule gives the Department of Health limited authority to ban six additional flame retardants (IPTPP、TBB、TBPH、TCPP、TPP and V6) if the chemicals are determined to be a concern for children’s health. Toxic flame retardants that are cancer-causing and brain damaging chemicals that contaminate people, homes, wild life, and waterways should not be used in children’s products or furniture.

BACL suggested that the relevant manufacturers to control the flame retardant additive amount in the production process, and looking for alternative products actively to protect consumer safety.
