China Released Measures for the Restriction of Hazardous Substances in E & E Equipments

Measures for the Restriction of Hazardous Substances in Electrical and Electronic Equipments officially announced on January 21, 2016, it will take effect from July 1, 2016. The previous version Measures for the Control of Pollution from Electronic Information Products will be repealed simultaneously.

“Electrical and electronic equipment” means equipment which is dependent on electric currents or electromagnetic fields in order to work properly and equipment for the generation, transfer and measurement of such currents and fields and designed for use with a voltage rating not exceeding 1000 volts for alternating current and 1500 volts for direct current.

The main amendments are as following:

1.Expanding the scope of control objects from "electronic information products" to "electrical and electronic products";

2.Exemption for export products in article 2 of the previous Measures for the Control of Pollution from Electronic Information Products were removed in the new version;

3.Expanding the scope of restrictions on the use of hazardous substances: the "lead", “mercury", "cadmium" were changed to "lead and its compounds", "mercury and its compounds", "cadmium and its compounds”; the "hexavalent chromium" was changed to "hexavalent chromium compounds”; increasing restrictions on the use of hazardous substances;

4.The new management mode for the restriction of hazardous substances in electrical and electronic equipments will be adopted. Electrical and electronic products included should be in accordance with the new conformity assessment system.
