On May 23, 2023, the South African Department of Trade, Industry and Competition released compulsory specification for energy efficiency and functional performance requirements of general service lamps (GSLs) - VC 9109!Ebrahim Patel, the Minister of Trade, Industry and Competition, hereby under Section 13(1) of the National Regulator for Compulsory Specifications Act (Act 5 of 2008), withdraw the compulsory specification for single-capped fluorescent lamps (VC 9091) and the compulsory specification for incandescent lamps (VC 8043), and replace them with the compulsory specification for energy efficiency and functional performance requirements of general services lamps as set out in the attached schedule.
The implementation of the standard is divided into two phases. The first phase will be enforced on May 23, 2024, and the second phase will be enforced on May 23, 2026.
The detailed interpretation of VC 9109 is as follows:
1. SCOPE:
This compulsory specification covers the energy efficiency and functional performance for general lighting directional and non-directional lamps of all shapes and finishes; using incandescent, halogen, fluorescent, light emitting diode (LED), and other light source technologies (not including high-intensity discharge lamps); that also satisfies a) to d):
a) Capable of operating on a voltage up to 300V of either direct current or alternating current with a frequency of 50Hz;
b) Emitting light with a total luminous flux of 60 to 3300 lumens;
c) Light emission with the chromaticity coordinates (x, y) that are within the range:
d) a lamp base which can be connected to one of the following general service lamp a lamp base which can be connected to one of the following general service lamp:
l Screw base types: E11, E12, E14, E17, E26 or E27, or
l Bayonet base types: B15d, BA15d, B22, B22d or BC22, or
l Pin base types: G4, GU4, G5.3, GU5.3, GX5.3, GY6.35, G9, GU10,GZ10 or GX53 base, or
l R7s, or
l Alternative base types which can be connected to the above lamp base sockets by using commercially available passive adaptors.
2. EFFICIENCY REQUIREMENTS
1) Luminous Efficacy Requirement :
l Phase 1: Minimum luminous efficacy : 90 lm/w,Twelve (12) months after the publication of the final notice for the duration of two (2) years, The mandatory implementation time is May 23, 2024.
l Phase 2: Minimum luminous efficacy : 105 lm/w, Thirty-six (36) months after the publication of the final notice, The mandatory implementation time is May 23, 2026.

a) Standby power for lamps shall not exceed 0.5 W.
b) Networked standby power for Connected LED Lamps shall not exceed 0.5 W.
c) he allowable values for Standby power and Networked standby power shall not be added together.
