CEN Published New Standard EN 71-7:2014+A3:2020 for Finger Paint

On 8 April 2020, the European Committee for Standardization (CEN) published EN 71-7:2014+A3:2020, the new toy safety standard for finger paint. This standard shall be given the status of a national standard at the latest by October 2020 and conflicting national standards shall be withdrawn at the latest by that date.


Compared with the previous version, the new standard contains major changes summarized below:

• Replacing references to ‘Directive 2008/128/EC’ with ‘Regulation 231/2012’ in Tables A.1 ‘Organic colorants which are commonly used in finger paints’, and A.2 ‘Non organic colorants which are commonly used in finger paints’ as the former piece of legislation has been repealed;

• Strengthening the maximum concentration of climbazole (item 22) from 0.5% to 0.2% ;

• In Annex F.6, the limit of quantitation (LOQ) of impurity Benzo(a)pyrene is changed from 0.02 mg/kg to 0.05 mg/kg;

• Editorial change: “Benzo[α]pyrene” is replaced by “Benzo[a]pyrene” in the whole document.


This standard is expected to be harmonized under Directive 2009/48/EC, the Toy Safety Directive (TSD), upon official acceptance by the European Commission (EC) and by publication in the Official Journal of the European Union (OJEU). Before that, the current version, EN 71-7:2014+A2:2018 continues to provide presumption of conformity to the EU Toy Safety Directive 2009/48/EC.
