MIC Vietnam officially issued Circular No. 11/2020/TT-BTTTT on May 14, 2020 to regulate list of products subjected to MIC Type Approval certification and Declaration of Conformity, replacing Circular No. 05/2019/TT-BTTTT. The new Circular will be implemented on July 01, 2020 along with several new National Technical Standards and Circular 10/2020/TT-BTTTT which are introduced by MIC Vietnam recently.

Summary of the significant changes is as follows:

1. Update of newly introduced QCVN 86:2019/BTTT as EMC requirement for 2G/3G/4G devices replacing QCVN 86:2015/BTTTT and QCVN 18:2014/BTTTT. QCVN 119:2019/BTTTT for maritime service equipment is also added to the list.

2. New RF standard QCVN 47:2015/BTTTT and EMC standard QCVN 18:2014/BTTTT will be temporarily used as requirements for 5G devices until MIC release new National Technical Standards for 5G devices.

3. Remove wireless inductive loop charger, telemetry instrument, MISC and MITS device, radio access in 60 GHz band device, radar used on maritime ships and vessels, and digital image transmission device from Annex I to Annex II. These devices are going to be under mandatory Declaration of Conformity scheme only.

4. Descriptions and HS codes for RFID devices requiring approval have been defined more clearly.

For example:

• Type Approval will be required for RFID tagsonly if they have power source.

•  RFID reader and RFID tag used for automatic toll collection system(operate in 920-923 MHz band, RF power can exceed 500mW ERP) are clarified to accommodate the market requirements.

5. Based onnew National Technical Standards, several test items are to be exempted, due to these reasons:

• Cost related to test items are high and require long testing time (requirement on performance of QCVN 101:2016/TT-BTTTTT for lithium batteries).

• There is no clear requirement of QCVN 101:2016/TT-BTTTTwhich often caused confusion.

• Local laboratories are not able to conduct some specific test items yet (requirements on DVB-T of QCVN 63:2013/BTTTT or some national technical regulations applicable for maritime equipment).

6. All the Type Approval certificates and Notification for Acceptance of Conformity which has been issued before July 01, 2020 will remain valid until expiry date or new applicable technical regulations take effect.

Additional information:

1. Type Approval certification and Declaration of Conformity for tablet PC that has cellular mobile network interfaces (2G/3G/4G LTE / 5G) function, shall still be required.

2. MIC has intended to remove wireless Audio from Annex I to Annex II (according to the first draft version of this Circular) but at the end wireless Audio device is still listed under Annex I.

3. At this moment local labs are still not able to test 5G terminal device yet, due to lacks of equipment. So MIC may release a temporary guidance for 5G terminal device or local laboratories must purchase these test equipment soon.
