2019-10-15, Environmental Protection Agency (EPA) issued the Energy Star for Computers version 8.0, and informed the ENERGY STAR Computers Partner or other Interested stakeholder, it is effective immediately, manufacturers may elect to have their Certification Body (CB) certify eligible products to the Version 8.0 requirements, After March 2, 2020, CBs will be instructed to stop certifying new product submittals to Version 7.1. Note, however, that existing certifications to Version 7.1 will remain valid for the purposes of ENERGY STAR certification until July 15, 2020. Any computer manufactured as of July 15, 2020, must meet the Version 8.0 requirements. Compared with version 7.1, the primary changes for version 8.0 are following:
Add the definition of Multi-Screen Notebook:
Multi-Screen Notebook: A computer which resembles a traditional Notebook Computer with a clam shell form factor but has a secondary display with touch and/or pen capability that can be used as a touch screen keyboard in place of a traditional mechanical keyboard. These products are considered to be Notebook Computers for purposes of this specification.
Add the definition of Constant Network Connectivity:
Constant Network Connectivity: A capability that allows the wake of system operating system or software to facilitate communication and downloads from the network (e.g. instant messaging, email, management and maintenance tasks, etc.)
Add the requirement of Internal Power Supply (IPS):
For IPS, add the requirement for 10% load condition, the minimum efficiency is 0.80, as below:


Add the requirement of Energy Efficient Ethernet (EEE):

Add the requirement of Resume Time:
(For purposes of ENERGY STAR third-party certification, these requirements shall not be reviewed when products are initially certified nor during subsequent verification testing. Rather, EPA reserves the right to request supporting documentation at any time. Resume time requirements do not apply to workstations or thin clients.)

Change the requirement for Desktops and Integrated Desktop Computers:
For Desktops and Integrated Desktop Computers, the mode weighting, TECBASE Allowances and Functional Adder Allowances are changed, The formula for calculating ETEC_MAX is also changed,
