On May 2019, the General Administration of Market Supervision and the Ministry of Industry and Information Technology organized the "Implementation Arrangement for the Conformity Assessment System for Restricted Use of Hazardous Substances in Electrical and Electronic Products" (hereinafter referred to as the "Implementation Arrangement"), which stipulates that Suppliers of Electrical and Electronic Products which are manufactured or imported on or after November 1, 2019 that are included in the Catalogue of Compliance Management shall select the voluntary certification or self-declaration of conformity, to complete the conformity assessment of the restricted use of hazardous substances in electrical and electronic products. At the same time, the Ministry of Industry and Information Technology will jointly establish a public service platform for the restriction of hazardous substances in electrical and electronic products (hereinafter referred to as the public service platform) by the General Administration of Market Supervision to achieve data sharing

The suppliers who choose the self-declaration of conformity method as the conformity assessment need to complete the compliance information submission on the public service platform within 30 days after the product is put on the market. The Ministry of Industry and Information Technology and the General Directorate of Market Regulation will publish the assessment results of the Declaration of Conformity through the Public Service Platform. On October 8, 2019, the public service platform for the restricted use of hazardous substances in electrical and electronic products, which was established by the United Nations Market Supervisory Authority of the Ministry of Industry and Information Technology, was put on-line and put into test operation.

The public service platform for the restriction use of hazardous substances in electrical and electronic products has been included in the Compliance management catalog of the restriction use of hazardous substances in electrical and electronic products. The suppliers (producer, authorized representative) can register, login the platform, and released the compliance information of the products, and promise the public consumers  that the use of hazardous substances in their products has passed the relevant standards and fulfilled the requirements of the "Regulations on the Administration of Restriction of the Use of Hazardous Substances in Electrical and Electronic Products". The platform can not only allow the public consumer's to know about the use of hazardous substances in electrical and electronic products, but also reduce the burden on enterprises, and provide more flexible and convenient channels for suppliers to disclose the use of hazardous substances in products information.
