On September 27, 2019, the governor of California approved the Senate bill (SB) 647 Hazardous substances: metal containing jewelry. This bill amends the current California jewelry law to revise the definition of a child, lead and cadmium requirements for children’s jewelry, lead requirements for adult jewelry and describe the additional information required for the Certification. The bill will become operative on June 1, 2020.
The revised content mainly includes:
• Strengthening the lead content limit for adult jewelry;
• New definition for children – from "children six years of age and younger" to "persons under 15 years of age" ;
• Adopting federal standards for lead content in children's jewelry ;
• Establishing soluble cadmium for surface coatings on children's jewelry ;
• Requiring certification containing certain information to attest that the jewelry is complying.
