On 20 September 2019, the Consumer Product Safety Commission (CPSC) issued a direct final rule within the Federal Register for mandatory standard 16 CFR Part 1215- Safety Standard for Infant bath seats. The rule revised the mandatory safety standard to incorporate, by reference, the most recent version of the applicable standard ASTM F1967-19. The rule will be effective on December 22, 2019, unless significant adverse comment would be received by October 21, 2019.
The previous version of the 16 CFR 1215 referenced the ASTM F1967-13 with no modifications. The 2019 version of the ASTM F1967 includes some editorial changes and a test method change of section 7.5.1 to allow the static load tests to be conducted on any of the three test surfaces, rather than specify a particular test surface.
This rule would not significantly change third party testing for compliance to the safety standard, the Commission considers the existing CPSC-accepted laboratories for testing to ASTM F1967–13 to be capable of testing to ASTM F1967–19 as well.
