Brief introduction of CB:

The IECEE-CB scheme is a global mutual recognition scheme for the safety test results of electrical products established by The IEC System for Conformity Testing and Certification of Electrical Equipment (IECEE). The CB scheme applies the IEC safety and electromagnetic compatibility (EMC) standards for relevant electrical and electronic equipment approved by IECEE to realize mutual recognition of the test results of 19 categories of electrical products including batteries, household appliances, information electrical equipment, and medical electrical equipment, etc. Currently, there are 53 countries in the world that are members of the CB scheme. The IECEE CB scheme exactly is the first international scheme for mutual recognition of electrical product safety test reports. Multilateral agreements are formed between national certification bodies (NCBs) in various countries, and manufacturers can finish national certifications of any member states of the CB scheme by providing CB test certificate issued by the NCB. CB scheme is based on international IEC standards. If the national standards of some member states are not fully consistent with the IEC standards, it is allowed, but they should be announced to other members.

The main purpose of the CB scheme is to promote international trade by promoting the unity of national and international standards and the cooperation of product certification bodies, so that manufacturers are closer to the ideal goal "test once, multiple use".

Regarding the application for the CB test certificate, the following points shall be noted:

· An application for a CB test certificate can be submitted to any NCB body whose "certification/approval" scope covering the product.

· The applicant can be either a manufacturer or an authorized company that represents the manufacturer.

· The application may include one or more factories that produce products in one or more countries.

In June 2009, the Certification Management Committee (CMC) of the IECEE CB scheme established the resolution ACAG/1398/DSH for lithium batteries to comply with the standard IEC 62133 and set a corresponding timetable (three phases). However, since the IEC 62133 standard is being upgraded (it is expected to be officially released this year), and the CB Committee of Testing Laboratories (CTL) compared the current version of the IEC62133 standard with the UL standard, it was decided to postpone the resolution.

CMC re-established the initial delay IEC 62133 import schedule, as follows:

· Directly accepting batteries approved by the UL 1642 standard before May 1, 2011

· From May 1st, 2011 to May 1st, 2012, batteries that pass only UL 1642 certification cannot be directly accepted. Different test items between IEC 62133 and UL 1642 must be tested.

· After May 1st, 2012, whether it is a battery pack or a battery cell, it must be tested and evaluated in accordance with the standard IEC 62133, and it shall comply with this standard.
