On 2 August 2019, the Consumer Product Safety Commission (CPSC) issued a direct final rule within the Federal Register for mandatory standard 16 CFR Part 1227- Safety Standard for Carriages and Strollers. The rule revised the mandatory safety standard to incorporate, by reference, the most recent version of the applicable standard ASTM F833-19. The rule will be effective on 5 November 2019, unless significant adverse comment would be received by 3 September 2019.
The ASTM standard for carriages and strollers establishes performance requirements, test methods, and labeling requirements to address hazards to children associated with carriages and strollers including stability, brakes, restraint systems, latches and folding mechanisms, structural integrity, cords, wheel detachments, and entrapment. The 2019 version of ASTM F833 added a test requirement for a tray/grab bar protective covering and also included several other editorial revisions.
This rule would not significantly change third party testing for compliance to the safety standard, the Commission concluded the existing accreditations to current standard would be accepted for testing to the new standard.
