Malaysia SIRIM issued a regulatory update on May 14, 2019, and made further clarification about the unclear content on May 27.

The main contents are as follows:

1. Requirements for sample submission have been updated

2. Test reports which are issued more than 5 years can be accepted if meet relevant requirements

3. The certification period has been shortened

4. Relaxed the importation document requirements for sample

5. SIRIM sets the certification fee capping

Effective Date: These items are with with immediate effect from the date when announcement was released, except for the last one, which will be effective from the third quarter of 2019.

1. Update of Sample Submission

1) Provide sample according to size

2) For application to add module, sample for the end product (host) is required to be submitted during the first application only. For subsequent application to add module for the same end product, the sample does not need to be submitted.

2. Acceptance of test report

Test report which is issued five (5) years or more from its issuance date may be submitted for certification if it meets the following criteria:

a) Only applies for communication scope

b) Meet the limit of affected parameters as specified in latest Technical Specification / Technical Code / Standard

c) There are no changes in hardware and software after five (5) years of approval. No modification has been done to the product after the test is conducted (Declaration of Conformity from Principal is required);

d) No major technical changes in the relevant standards specified in the Technical Specification / Technical Code / Standard which will affect radio, safety, EMC and/or SAR performance of the product. The acceptance of relevant standards are based on latest standard or the same version and year with the latest Technical Specification / Technical Code;

e) Testing laboratory is still in operation and the scope of testing is covered under the laboratory’s accreditation scope;

f) Testing may be conducted for selected parameters if minor changes is made which will not affect the safety and performance of the product;

g) Declaration from manufacturer for:

◆ Technical specification, critical components, design and layout of the current product in comparison with the last tested date;

◆ Current Bill of Material/Components and supplier's chain in comparison with last tested date;

◆ Any modification or revision made since last tested
