The DOE official announcement clarifies the legal effect of the certified product information uploaded to the CCMS database:

Recently, the US DOE officially made the following clarification announcement on the legal effect of the data and information uploaded to Compliance Certification Management System:

1. The product information in the database submitted by the US applicants and manufacturers shall meet the corresponding product regulations. The product model will be displayed in the website database after uploading, but it does not indicate that the DOE has confirmed its compliance with the DOE energy consumption standards.

2. Each importer shall submit valid and complete certification test reports for each product model, even if the product has already been displayed in the certification website database.

3. The DOE needs time to check the product information after the submission, the information in the website authentication database will be updated every two weeks.

4. The certification data published on the website does not have legal effect. The DOE makes no statement or guarantees to the data accuracy. Only the submitted certification reports complied with Section 10 CFR Part 429regulatory requirements can indicate the product’s compliance, the listing on the DOE website can’t.

In summary, DOE's 10CFR429&430 mandatory control products shall be tested by qualified laboratories and obtained qualified and complete test report. Then the reports shall be submitted to the DOE database, and shall be provided for inspection when exporting to the United States. It is not acceptable only to obtain DOE website listings.
