Due to the frequent accidents caused by portable lithium-ion battery (the so-called portable power source) in recent years, it is incorporated into the control of circular PSE from February 1, 2018. The specific requirements are as follows:

Timetable of Coming into Force：

1)Revision/Execution Time: February 1, 2018, transitional period ends on January 31, 2019.

2)Enforcement date: February 1, 2019.

Product Range：

1)From February 1, 2019, the lithium batteries and the portable lithium battery packs of portable electrical appliances with energy density above 400Wh/L shall have the PSE mark, that is to say, mobile power supply and bluetooth speakers with lithium batteries and battery packs over 400Wh/L now need to do circular PSE certification.

2)If the energy density of lithium battery in portable electrical appliances or portable lithium battery packs is below 400Wh/L, they are still out of PSE control as before.

Certification Standards：

1)Lithium battery and portable lithium battery pack with energy density above 400Wh/L for portable electrical appliances shall follow lithium battery  standard J62133(H28) and corresponding standards of the whole product.

For example：if the energy density of the lithium battery in portable power supply is above 400Wh/L, the lithium battery needs to follow standard J62133(H28) for circular PSE certification and the portable power supply shall follow j60950-1 (H29) or j62368-1 (H30) for safety part and J55022(H22) or J55032(H29) for EMC part of circular PSE certification.

PSE Certification：

PSE certification is a mandatory safety certification in Japan, which aims to prove that electrical and electronic products have passed the test of DENAN Law or the test of the International IEC standard. Japan's DENTORL law specifies that 498 products shall pass safety certification before entering the Japanese market. Among them, 165 products of class A shall get the PSE rhombic symbol, and 333 products of class B shall get the PSE circular symbol. Since April 1st, 2001, "DENTORL" has been officially renamed as "DENAN". Different from the conventional regulation system, "DENAN" will ensure the safety of products by unofficial bodies. All products using PSE rhombic symbol shall pass the test done by a third party testing body authorized by the Ministry of Economy, Trade and Industry (METI) of Japan and get the certificate before entering the Japanese market, while products using PSE circular symbol shall pass the test done by a third party testing body and get the certificate before entering the Japanese market.

Buyers in Japan shall declare and register at the METI within a month after purchasing. All electrical and electronic products in the DENAN product list shall be certified by PSE if they are going to enter the Japanese market.

DENAN of Japan divides electrical and electronic products into two categories: specified products, including 116 products, and non-specified products, including 341 products. Specified electrical products and the factory testing equipment shall be tested and issued PSE certificate by the third party certification body authorized by METI of Japan. The certificate shall be valid for 3 to 7 years, and the products shall be labeled with PSE rhombic symbol. Non-specified electrical products shall prove the conformity of the products with the regulations through self-test and self-declaration, and the products shall be labeled with PSE circular symbol.

PSE Certification of Non-Specified Products：

For the products in the catalog of "non-specified products", the enterprise shall ensure that their products comply with the requirements of electrical safety regulation through self-testing or being tested by a third-party certification body, then save the test results and supporting documents, and put circular PSE mark on the label.

Circular PSE certification usually is done in such a way that a factory itself issues a self-declaration of conformity or a third-party laboratory/certification body issues test report. However, METI of Japan carries out a strict inspection and will let the offenders be subject to severe punishment that we strongly suggest enterprises do circular PSE certification by the second choice-obtaining the test report from a third-party laboratory/certification body.
