The Lighting Standard of North American | Technical Requirement V3.0 of Network Lighting Control System (NLC) Released by DLC

DLC released technical requirement V3.0 of NLC:

DLC officially released the technical requirement V3.0 of NLC On June 1, 2018, which is applicable to the NLC in commercial or industrial buildings, roads or external environment. The technical requirements of the control system mainly include the standards of the influence on lighting changes of the luminaire brought by the inductor, the network interface and the controller, except for the luminaire itself. NLC V3.0 added some requirements on DC/PoE control systems, scene control, energy monitoring and network security implementation to annual plan. The changes are as follows: 

 

1. Additional Requirements:

Information available to customers: written materials from manufacturers must specify the capabilities of the system and instructions on how to configure and use these capabilities. The information must be published on websites or product packaging. DLC has the right to accept, reject and require manufacturers’ modifying these materials. The materials supplied to DLC are only used to meet the needs of DLC verification, and it will not be publicly released.

 

The following capabilities can be exempted from Table 1 and Table 2:

  ※ Continuous Dimming

  ※ Individual Addressability

  ※ Luminaire Level Lighting Control (LLLC, integrated)

  ※ Networking

  ※ Startup and Configuration Party

  ※ Type of User Interface

 

2. Energy Consumption Monitoring Plan:

NLC V4.0, which will be released on June 1, 2019, requires luminaires with capability of monitoring energy consumption, and requires manufacturers to report monitoring methods, and to directly measure or calculate numerical values. For directly measured data, the precision of measurement value should be explained.

 

NLC V5.0 will be released on June 1, 2020. If there is no corresponding ANSI standard reflecting the precision of the numerical value through calculation, the energy consumption monitoring method obtained through calculation is no longer acceptable. Only direct measurement is acceptable; and manufacturers shall report the precision of measurement value themselves.

 

Cybersecurity Plan:

NLC V3.0 shall report that cybersecurity complies with the following standards:

ANSI UL2900-1:

  ※ The product meets the standard of ANSI ul2900-1

  ※ Having UL or ETL certificate

  ※ From UL accredited laboratories

IEC 62443

  ※ Certificate is awarded by ISASecure

The ISO 27000

NIST LOT Cybersecurity Framework

  ※ NLC V4.0 will be released on June 1, 2019. The conformity with cybersecurity standards shall be reported.

  ※ The requirements of complying with the cybersecurity standards listed in V4.0 shall be reported in NLC V5.0 on June 1, 2020.
