On April 04,2018,INMETRO167:2018 was published in the Official Gazette of DOU, which supplements the INMETRO ordinance No. 144: 2015,which deals with the Requirements for Conformity Assessment for Integrated LED Lamps.
This new ordinance clarifies and reinforces processes aimed at improving the traceability of LED bulbs marketed in national territory and harmonize the process of certification and monitoring of these products, with the following parameters:
Prototypes: Prototype certification procedures are not acceptable. In this way, it is established that the product / model object of certification must be collected by the certifier after the signing of the certification agreement that will include the scope of specific products, being submitted to the initial certification tests defined by the Product Certification Body - OCP - in conformity with ordinance 144: 2015.
Certification process: ordinance 167: 2018 reinforces that the OCP must carry out an independent certification process for each product family *. This new ordinance does not allow test reports from one family / brand to be used in another certification process of another family / brand, in this way the sharing of test reports is strictly prohibited.
Trials: Portaria 167: 2018 clarifies that samples may not be taken prior to the certification process. Therefore, the certification agreement must be signed between the Applicant and OCP, after which the collection of samples and the execution of the tests by INMETRO / ILAC accredited laboratory will be carried out. This is one way to find out what the design developed is actually what is being manufactured.
Still on tests, Portaria 167: 2018 clarifies that the collection process for follow-up should:
1. Be made in commerce and in national territory;
2. The products must have a date of manufacture after the certification process or the last maintenance test;
3. It is preferable to collect samples that have not yet been collected in previous monitoring processes so that at the end of the certification cycle - which lasts 3 years - most of the family's products have been evaluated.
4. The deadline for adequacy of the processes that were initiated prior to the publication of ordinance 167: 2018 is 8 months from April 4, 2018
