MIC Vietnam has officially released several Circulars and several new test standards recently.

1. MIC Vietnam has officially released the Circular 04/2018/TT-BTTTT on May 8,2018 to replace existing Circular 42/2016/TT-BTTTT；

2. MIC Vietnam has officially released Document No. 1551/BTTTT-KHCN dated May 21, 2018 – Official guidance for implementation；

3. Several new National Technical Regulations will enter in effect together with the new Circular 04/2018/TT-BTTTT；

a. QCVN 110:2017/BTTTT for National technical regulation on Evolved Universal Terrestrial Radio Access (E-UTRA) Base Stations (BS) ；

b. QCVN 111:2017/BTTTT National technical regulation on Evolved Universal Terrestrial Radio Access (E-UTRA FDD) Repeater；

c. QCVN 112:2017/BTTTT will replace QCVN 18:2014/BTTTT for WLAN devices；

d. QCVN 116:2017/BTTTT for National technical regulation on Mobile satellite Earth Station (MES) operating in the Ku band.

4. MIC Vietnam has issued Circular 02/2018/TT-BTTTT on April 13,2018 to officially release QCVN 117:2018/BTTTT - National technical regulation on Evolved Universal Terrestrial Radio Access (E-UTRA) User Equipment (UE) - Radio Access,This Vietnamese national standard QCVN 117:2018/BTTTT is composed based on ETSI EN 301 908-13 V11.1.1 (2016-07) and ETSI EN 301 908-1 V11.1.1 (2016-07), shall enter in effect since 01-July-2019 and replace QCVN 47:2015/BTTTT as radio access requirements for 4G / LTE terminal devices.

As Circular 04/2018/TT-BTTTT&1551/BTTTT-KHCN is very important for Vietnam approval, we would like to introduce the main changes reflect in the two documents:

1551/BTTTT-KHCN and Circular 04/2018/TT-BTTTT.

MIC Vietnam has officially released Circular 04/2018/TT-BTTTT to replace the existing Circular 42/2016/TT-BTTTT - Regulations on list of products subjected to MIC Type Approval and Declaration of Conformity. The new Circular shall take effect from 01 July 2018 together with several new National Technical Regulations introduced by MIC Vietnam recently. Below are the summary points for your references:

1. WLAN and Bluetooth now listed on Short Range Devices category at item 2.3 of Appendix 1 of this Circular.

2. Short range devices are subjected to Type Approval and Declaration of Conformity. It means Type Approval and SDoC certificates will be required for Bluetooth, WLAN, Zigbee, LoRa and other IoT or SRD applications. For this kind of products with maximum RF power less than 60mW are MIC Type approval and DOC exempted by Document No. 1551/BTTTT-KHCN;

3. Many other radio devices (transmitters and transceivers), will be exempted from Type Approval (TA) certification, Declaration of Conformity (DoC) will be required still for a part of TA exempted products;

a. Maritime radio is moved from the list of product is subjected to TA (Appendix I) to the list of product subjected to DoC (Appendix II), now only Declaration of Conformity is required;

b. Non-radio product moved from the list of product subjected to TA (Appendix I) to the list of product subjected to DoC (Appendix II);

c. Radio devices using old technique are exempted.

4. EMC requirements will be exempted from Type Approval certification but required for Declaration of Conformity certification;

5. Only item 2.6 - Safety requirements of QCVN 101:2016/BTTTT (equal to IEC 62133:2012) will be required for Lithium Battery during the lifetime of the new circular. Document No. 886/BTTTT-KHCN  (official guidance for Circular 42) will be automatically invalid when the new circular enter in effect and local testing for lithium battery (applied for mobile phone, tablet, and notebook PC) will be required if there is no further guidance on Lithium Battery certification released by MIC Vietnam;

6. Total lead time to obtain Type Approval certificate can be shortened due to less requirements;

7. Several new National Technical Regulations will enter in effect together with the new circular.

MIC Vietnam has officially released Document No. 1551/BTTTT-KHCN dated May 21, 2018 – Official guidance for implementation of Circular 04/2018/TT-BTTTT and make clear several doubts within the Circular 04/2018/TT-BTTTT.

Following are Highlighted features:

1. Radio device uses spread spectrum technique, operating in 2.4GHz and 5GHz bands, having maximum EIRP power less than 60mW remains exempted from MIC Type Approval and Declaration of Conformity. It means Bluetooth / Zigbee 2.4GHz and WLAN 2.4GHz / 5GHz having EIRP power less than 60mW remains being exempted from MIC regulatory approval.

2. Lithium batteries applied for mobile phone, tablet, and notebook PC required Declaration of Conformity according to item 2.6 - Safety requirement of QCVN 101:2016/BTTTT (IEC 62133 only).

3. MIC temporarily accepts test reports issued by oversea ISO / IEC 17025 test laboratories for "extreme conditions" test items for Type Approval and Declaration of Conformity certification

4. MIC Vietnam temporarily accepts manufacturers’ reports for DVB-T part for DoC of DVB-T2 devices and QCVN 63:2012/BTTTT test report performed on chassis / platform for Declaration of Conformity for IDTV

5. MIC Vietnam temporarily accepts EN 55032/ CISPR 32 reports for Declaration of Conformity according to TCVN 7189:2009.

6. MIC only accepts IEC 62133 reports issued by local test laboratories designated by MIC Vietnam, and test laboratories recognized by MIC Vietnam under MRA, and test laboratories register to MIC Vietnam

7. For Type approval and Declaration of Conformity for maritime radio transmitter and transceiver, MIC Vietnam temporarily accepts reports issued by Manufacturer or oversea ISO / IEC 17025 test laboratories.
