On 28 March 2018, Bahrain, Kuwait, Qatar, Saudi Arabia, Oman, Yemen, and the United Arab Emirates (UAE) notified the World Trade organization (WTO) of a draft technical Regulation to restrict the use of certain hazardous substances in electrical and electronic equipment (EU RoHS-like regulation). They are with a view to contributing to the protection of human health and the environment.
一、Scopes:
1.Large household appliances
2.Small household appliances
3.IT and telecommunications equipment
4.Consumer equipment
5.Lighting equipment
6.Electrical and electronic tools (with the exception of large-scale stationary industrial tools)
7.Toys, leisure and sports equipment
8.Medical devices (with the exception of all implanted and infected products)
9.Monitoring and control instruments including industrial monitoring and control instrument
10.Automatic dispensers
11.Other Electric and Electronic Equipment not covered by any of the categories above or, and falling within the definition of Article one.
二、Requirements:
1) Lead (0,1 %)
2) Mercury (0,1 %)
3) Cadmium (0,01 %)
4) Hexavalent chromium (0,1 %)
5) Polybrominated biphenyls (PBB) (0,1 %)
6) Polybrominated diphenyl ethers (PBDE) (0,1 %)
7) Bis(2-ethylhexyl) phthalate (DEHP) (0,1 %)
8) Butyl benzyl phthalate (BBP) (0,1 %)
9) Dibutyl phthalate (DBP) (0,1 %)
10) Diisobutyl phthalate (DIBP) (0,1 %)
The restriction of DEHP, BBP, DBP and DIBP shall apply to medical devices, including in vitro medical devices, and monitoring and control instruments, including industrial monitoring and control instruments, from 22 July 2021.
The restriction of DEHP, BBP, DBP and DIBP shall not apply to cables or spare parts for the repair, the reuse, the updating of functionalities or upgrading of capacity of EEE placed on the market before 22 July 2019, and of medical devices, including in vitro medical devices, and monitoring and control instruments, including industrial monitoring and control instruments, placed on the market before 22 July 2021.
三、Date of entry into force:
180 days from Publication day in official gazette.
The UAE already has a regulation that is similar to the European Restriction of Hazardous Substances (RoHS) in electronics. It enacted this back in April last year and it has entered into effect on 1 January 2018.
