As is well known, household appliances entering the Australian market are regulated by the Electrical Equipment Safety System (EESS). EESS classifies products within its scope of regulation into three risk levels: Level 1, Level 2, and Level 3. Level 3 carries the highest risk.

Products within each risk level must meet the compliance requirements for that level. All products must display the RCM logo to indicate compliance with Australian regulations.

Commercial and industrial products, as well as household appliances with voltage ranges between AC 50V and 1000V or DC 120V and 1500V, are not subject to EESS regulation and are referred to as Level 0 products. Level 0 products do not require registration in the EESS data system, but manufacturers can still voluntarily register.

In July, the Australian EESS Equipment Safety Team sent an email notification to manufacturers. EESS will re-examine all Level 0 products registered in the EESS system. Registration of non-compliant Level 0 products will be deemed a violation of EESS regulations and will be forcibly cancelled.

Ineligible Level 0 registrations include the following:

1. Products that should be Level 1, Level 2, or Level 3 are registered as Level 0 products in the EESS system.

2. Level 0 products fail to correctly list the compliant testing standards during EESS registration. The required standards should be:

• Australian AS safety standards

• or Australian AS/NZS safety standards or, if no AS/NZS safety standard exists, an IEC standard may be used. For example, products tested according to IEC 62368-1 should be registered as AS/NZS 62368 in the EESS system. The registered standard must be the latest version. Suppliers should update their conformity documentation and registration promptly once a new standard is implemented.

3. Every EESS registration must first list an AS, AS/NZS, or IEC standard (if no AS or AS/NZS standard exists). Other standards may be listed on top of this. Registrations that only list Australian ACMA (Communications and Media) standards and EMC standards are not valid EESS registrations.

EESS registration also requires conformity documentation proving the product meets the relevant standards, including test reports.

Upon receiving notification, manufacturers or importers should correct their registration in the system to comply with the above requirements. After August 30, 2026, all non-compliant Level 0 registrations will be deleted. Manufacturers can re-register if they meet the registration requirements.
