On May 19, 2026, Saudi Arabia updated the SASO CITC GEN-002 standard to SASO 3114:2026 Requirements for Specific ICT Equipment. The new standard, SASO 3114:2026, will be mandatory from November 1, 2026. PC and SC certificates issued based on the old standard SASO CITC GEN-002 will be discontinued no later than March 31, 2027.

The new standard covers the following products:

• Mobile Phones

• Tablets and Mobile Computers

• Mobile Routers and Customer Premises Equipment (CPE)

• Other Cellular-enabled Devices

• ONT (Optical Network Terminal) and HAG (Home Access Gateway), intended to be used either for carrier-owned or open-access network

• Wi-Fi Distribution devices

The new standard lists the technical requirements for the aforementioned regulated products, for example:

• Smart phones shall support the Advanced Mobile Location (AML) emergency communication service and testing shall be carried out to ensure compliance with ETSI TR 103 393.

• Mobile phones shall support the Cell Broadcast Service (CBS) to enable cell broadcast service (CBS) alert.

• Other Cellular-enabled Devices shall support 4G Long Term Evolution (LTE) or LTE-M or NB-IoT, and also support the following frequencies (B3, B8, B20, B28).

• Wi-Fi Distribution devices shall support Wi-Fi 7 (IEEE 802.11 be) for each supported band.
