Recently, Saudi Standards, Metrology and Quality organization (SASO) issued guidelines in line with the Technical Regulation for Communication and Information Technology Devices, This guide is closely related to the issuance of COC certificates for regulated products, as detailed below:
1. Decline any products not intended for consumer use or display—including those listed in Table 2 —as they are designated exclusively for non-commercial purposes. This includes antennas for public telecommunications networks and related equipment such as base stations, microwave devices, SIM cards, and any equipment not marketed to or used by individuals.
2. The industrial model’s name and the commercial model’s name must exactly match the information listed for the product in the Declaration of Conformity (DOC).
3. Sub-models of the product may be included in the CoC certificate only if the differences are limited to color or memory size. These sub-models are typically distinguished by additional numbers or letters in their model names compared to the main model.
4. Ensure the product complies with the technical standard included in the technical regulation and add any additional requirements for the devices, such as service provision licenses, frequency usage licenses, or device registration.
5. For devices that require conformity involves additional requirements from CST, such as obtaining a license or prior registration, the additional requirements for the applicant must be verified:

Procedure for Mobile Phones, tablets and Mobile Computers:
• Ensure that all technical requirements specified by CST for telecommunications and IT devices in the "SASO-CITC-GEN002" technical standard are reviewed and verified against both the technical standards and the Conformity for Device Approval Form (CDAF) (attached), and verify that all relevant technical test results are attached as required.
• These results must be provided in the format outlined in Conformity for Device Approval Form (CDAF) (attached) and certified by both the manufacturer and service providers.

Non-Commercial Product Path:
These products are imported by individuals, companies, government entities, or licensed service providers authorized by CST. Any request submitted under Commercial Product Path should be declined, and the applicant should be advised to apply through the non-commercial path.
