In a decisive move toward regulatory harmonization with the European Union, the Republic of Moldova amended Law No. 235/2011 on accreditation and conformity assessment on August 28, 2025. The amendment specifically targets Article 31 of the law and introduces automatic recognition of certain EU-certified products.
It is scheduled to come into force on February 28, 2026.
Under the revised Article 31, radio equipment, electrical equipment, and electronic devices that have undergone conformity assessment by EU-notified bodies and meet all applicable EU directives bearing the CE marking and accompanied by a valid EU Declaration of Conformity (DoC)—will be accepted on the Moldovan market without undergoing any additional national conformity assessment procedures.
This regulatory change is expected to streamline market access for European manufacturers and reduce administrative burdens for Moldovan importers. Previously, even products already compliant with EU safety and performance standards were required to undergo duplicate inspections or certification steps upon arrival in Moldova. The new measure eliminates these redundancies, cutting costs and accelerating time-to-market for compliant goods.
Authorities have emphasized that market surveillance remains in place. Moldovan enforcement bodies will retain the right to verify documentation and inspect products post-placement on the market to prevent fraudulent or non-compliant imports. However, legitimate CE-marked equipment will benefit from simplified entry procedures.
The government views this amendment as part of its broader strategy to align national regulations with EU norms and support economic integration under the Association Agreement and DCFTA commitments. Industry stakeholders have welcomed the reform, anticipating increased competitiveness, improved product availability, and a more predictable trade environment.
With implementation set for early 2026, businesses are advised to prepare for the updated conformity framework and ensure proper documentation for eligible EU-certified products.
