On May 23, 2025, the Ministry of Communication and Digital of Indonesia issued Decree No. 204 of 2025, introducing new technical standards for 5G-based Broadband Wireless Access (BWA) equipment. This regulation supports Indonesia’s national digital strategy by aligning local infrastructure with international IMT-2020 standards. The decree took effect immediately upon issuance.
Key Regulatory Highlights:
1. Scope of Regulation
• Applies to BWA devices operating in the 1432–1517 MHz frequency band using TDD (Time Division Duplex) technology.
• Covers both subscriber stations and base stations.
2. Power Requirements
• Devices must operate on AC power or through AC/DC converters.
• Use of batteries is prohibited for subscriber stations.
3. Safety Compliance
• Devices must meet SNI IEC 62368-1:2014 or 60950-1:2016 safety standards, addressing overvoltage and touch current protection.
4. Electromagnetic Compatibility (EMC)
• Compliance with SNI CISPR 32:2015 and ETSI EN 301 489 is mandatory for radiated and conducted emissions.
• Base stations may be fixed or vehicle-mounted.
5. Frequency and Antenna Regulations
• Subscriber stations must use built-in antennas and be used indoors.
• Base stations can utilize up to 80 MHz bandwidth and must declare antenna gain to ensure emissions compliance.
• All equipment must conform to ETSI emission and performance standards.
6. Testing and Coordination
• Devices must undergo testing in accordance with IEC/SNI safety standards, ETSI 5G protocols, and CISPR 32 EMC guidelines.
• Operators and vendors are responsible for coordinated antenna configuration.
• Further requirements on EMC immunity and radiation are expected.
