Kementerian Komunikasi dan Informatika (KOMINFO) of Indonesia published PERMEN KOMINFO No. 5 of 2024 on September 18, 2024, which outlines the determination for MRA and Non-MRA test laboratories for the certification of telecommunications equipment.
Overseas labs that have been previously recognized, must submit an application to the Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI) by November 1, 2024, in order to be designated as an SDPPI recognized lab with the Non-MRA scheme.
Through an online webinar on October 15, 2024, SDPPI communicated additional guidance for future MRA procedures:
1. SDPPI sent e-mails to every lab recognized by SDPPI via the PiC email registered with SDPPI, but some emails could not be delivered. Accredited labs should check if they received an e-mail from SDPPI.
2. Overseas labs (BULN) must re-register on November 1, 2024.
3. Regulation No. 109 /2024 will remain in effect until December 31, 2024, with an evaluation deadline of December 1, 2024. If rejected, SDPPI must send a rejection letter to the lab in that month. There will be a circular from SDPPI regarding re-registration related to foreign labs.
4. Non-MRA labs will be recognized until December 2026. After that, MRA will be mandatory. Those labs which are Non-MRA will still be recognized but must go through the Non-MRA application scheme.
5. MRA evaluations will take place every 2 years, local labs (BUDN) evaluations every 5 years, and overseas labs (BULN) evaluations every 6 months.
6. Currently, only Korea has a MRA with Indonesia.
7. Test results from Korean labs will still use the Non-MRA scheme next year until mid-2025 or until there is a determination of the MRA labs list.
8. No additions may made to the list of new labs. However, the testing location may be adjusted.
9. The digital signature regulation is currently being re-enacted which will impact test reports issued after April 1, 2021, requiring a digital signature on the test report. Test reports issued prior to April 1, 2021, without digital signature may be used.
10. In 2025, Non-MRA labs will be required to use a digital signature issued by the digital signature organizer and cannot use a self-made digital signature.
11. It is possible that the scope of recognition from HKT to non-HKT or vice versa will be possible for labs already listed in Regulation No. 109 /2024, along with the addition of the testing scope.
12. Laser safety and IP-Phone function testing cannot use foreign test reports unless using a foreign test report from a MRA lab.
