The Ministry of Information and Communication (MIC) of Vietnam has opened a public consultation on July 8, 2024, on a Draft Circular for National Technical Regulations on Specific Absorption Levels for Portable and Wearable Radio Devices. The consultation m will be open for comments until September 8, 2024.

Promulgation of "National technical regulations on specific absorption levels for handheld and body-worn radio devices"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Telecommunications Law dated November 24, 2023;

Pursuant to the Law on Radio Frequency dated November 23, 2009 and the Law amending and supplementing a number of articles of the Law on Radio Frequency dated November 9, 2022;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing and guiding the implementation of a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing a number of articles of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government regulating detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government regulating the functions , tasks, powers and organizational structure of the Ministry of Information and Communications ;

At the request of the Director of the Department of Science and Technology,

The Minister of Information and Communications promulgates a Circular regulating national technical regulations on specific absorption levels for handheld and body-worn radio devices.

Article 1. Issued together with this Circular is the National Technical Regulation on specific absorption levels for handheld and body-worn radio devices (QCVN 134:2024/BTTTT).

Article 2 . Enforcement

This Circular takes effect from July 1 , 2025 .

Article 3. Application roadmap

1. From July 1 , 2026, phone equipment must comply with QCVN 134:2024/BTTTT before circulating on the market.

2. From July 1 , 2026, radio devices within the scope of application of QCVN 134:2024/BTTTT must comply with QCVN 134:2024/BTTTT before circulating on the market.

3. Enterprises , organizations and individuals are selected for testing according to QCVN 134 :2024/BTTTT to serve certification of conformity and announcement of conformity from July 1, 2025.

Article 4 . Implementation organization

Chief of Office, Director of the Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Departments of Information and Communications of provinces and centrally run cities and organizations , relevant individuals are responsible for implementing this Circular.
