The Vietnam Ministry of Information and Communication (MIC) released Circular 02/2024/TT-BTTTT on March 29, 2024, outlining a list of potentially unsafe products and goods under its jurisdiction. This new Circular, effective from May 15, 2024, supersedes Circular 04/2023/TT-BTTTT and introduces several key amendments:

Update and synchronization of four newly issued standards (QCVNs) from 2023:

• QCVN 117:2023 / BTTTT for 2G/3G/4G Devices

• QCVN 110:2023 / BTTTT for E-UTRA Base Stations

• QCVN 111:2023 / BTTTT for E-UTRA Repeaters

• QCVN 55:2023 / BTTTT for SRDs operating in the 9 kHz – 25 MHz frequency band.

Until June 30, 2024, testing can follow either the old or new versions of standards.

Starting July 1, 2024, testing must adhere to the new standards, although certificates obtained under the old standards will remain valid.

Testing under extreme conditions for existing old standards is suspended until June 30, 2024.

Except for WiFi modems and access points, testing under extreme conditions is not mandatory until June 30, 2025.

Land mobile communication terminals, excluding mobile phones, must utilize E-UTRA (4G) technology from July 1, 2024.

Only QCVN 18:2022/BTTTT will be applicable to 76-77GHz radar equipment; QCVN 124:2021/BTTTT will no longer be in use.

Only QCVN 96:2015/BTTTT will apply to wireless charging devices; QCVN 55:2011/BTTTT will no longer apply.

For products listed in Section 1 and 2 of Appendix 2 with short-range radio only, such as desktop computers, laptops, and tablets, imported solely for personal use, and with an imported quantity of less than three units, Type Approval Certification and SDoC can be waived.

Type Approval Certificates and/or Notice of Receipt of Declaration of Conformity obtained from July 15, 2023, until the effective date of this Circular will remain valid.
