The latest news丨DOE Issues a Final Rule Pertaining to Test Procedures for Ceiling Fan Light Kits!

Background:

The U.S. Energy Policy and Conservation Act (EPCA) requires DOE evaluate test procedures for each type of covered product, including CFLKs at least once every seven years to determine whether amended test procedures would more accurately or fully comply with the requirements for the test procedures to not be unduly burdensome to conduct and be reasonably designed to produce test results that reflect energy efficiency, energy use, and estimated operating costs during a representative average use cycle. 


DOE previously issued a Notice of Proposed Rule (NOPR) for the revised testing procedure for CFLK on March 10, 2022, and held a public meeting via webinar on April 11, 2022. The effective date for the amended test procedures adopted in this final rule is 30 days after publication of this document in the Federal Register.  Representations of energy use or energy efficiency must be based on testing in accordance with the amended test procedures beginning 180 days after the publication of this final rule.


The revision of CFLK's testing procedures mainly involves the following changes:

• Update references to industry standards to their latest versions;

• Allow the use of a goniophotometer;

• Revise definitions regarding CFLKs with solid-state lighting (“SSL”) light sources to clarify the scope and test methods for such products;

• Remove the original Appendix V test procedure and name the revised Appendix V1 as Appendix V

• The revised CFLK test procedure will be named as: Appendix V to Subpart B of Part 430—Uniform Test Method for Measuring the Energy Consumption of Ceiling Fan Light Kits Packaged With Other Fluorescent Lamps (not Compact Fluorescent Lamps or General Service Fluorescent Lamps), Packaged With Consumer-Replaceable SSL (not Integrated LED Lamps), Packaged With Non-Consumer-Replaceable SSL, or Packaged With Other SSL Lamps That Have an ANSI Standard Base (not Integrated LED Lamps)
