Proposed Rule Background

Since the current performance requirements for portable luminaires are not strict, most products on the market meet this requirement, so this requirement is redundant. As early as March 16, 2021, CEC has deleted the minimum luminous flux requirement (200lm) for portable luminaires.l


Proposed rule content

On January 18, 2023, CEC held an online Public Hearing for Repeal of Portable Luminaires, after 45 days of public comment on the proposal. The proposals include: removal of the definitions, testing requirements, performance standards, and marking requirements of portable luminaires in the Title20 regulations, and MAEDbS submission requirements, other regulated lighting products will not be affected, and for portable luminaires that use LED lamps as light sources, the lamps still need to meet Title20 Regulatory requirements!


Once the proposal is adopted and passed by the California OAL (Office of Administrative Law), portable luminaires will not need to meet the requirements of Title20 regulations before they are sold in California. The final rule is scheduled to come into effect on 2023-07-01!
