The Agencia Nacional de Telecomunicacoes (ANATEL) published Act Nº 5159 to establish the assessment requirements for Mobile Phone Chargers. The new Act revokes Act 3481 and takes effect on October 26, 2022.
The main changes are:
1. USB interfaces that integrate the electrical/electronic design of equipment (Example: TV, computer, Multimedia central, etc.) do not require ANATEL
2. For vehicular chargers, the ESD tests must be applied based on item 8.3 of ISO 10605/2008. Electrostatics discharges must be Applied at below levels:
a) 2kV, 4kV and 6 kV for contact discharges
b) 4kV, 6 kV and 8 kV for air discharges
3. For vehicular Chargers, the surge and transient immunity testing must be performed based on ISO 7637-2/2004
4. For USB type built-in vehicular Chargers, ANATEL will accept the ESD (ISO 10605/2008), Surge and transients (ISO 7637-2/2004) test report that are issued by lab that has been accredited by ILAC or evaluated by OCD.
5. The use of security seal will be optional for built-in vehicular chargers sold along with the vehicle. If the manufacturer chooses not to use security seal, the device must have the ANATEL marking in its label, such as ANATEL ID: HHHHH-YY-FFFFF
6. Removal of safety testing for vehicle built-in chargers
7. Removal of voltage dips/variation (IEC 61000-4-11) Immunity Testing
