Resorcinol to be added to REACH SVHC after long battle

Recently, the European Commission has declared victory over its struggle to identify resorcinol (CAS No.: 108-46-3) as an SVHC based on endocrine disrupting properties for human health, after its controversial draft Decision narrowly won the backing of EU member states, with 19 countries voting in favour and three against, with five abstentions. Subsequently, the European Chemicals Agency (ECHA) will update the list of REACH SVHC accordingly.

 

The dossier was first submitted by France in early 2020. However, the Member State Committee (MSC) of the European Chemicals Agency (ECHA) did not reach an unanimous agreement identifying resorcinol as a SVHC. ECHA referred the MSC opinion to the Commission for a decision. Against this background, the European Commission voted on the resolution in 2022, which was eventually passed.

 

Resorcinol (CAS No.: 108-46-3) is used as an intermediate in the manufacture of UV stabilizers, flame retardants, industrial dyes, and also in the manufacture of rubber compounds, resins, coatings, cosmetics, etc.

 

According to REACH regulation, producers and importers have to communication in supply chain when SVHC in article >0.1%; producers and importers have to notify to ECHA when SVHC in article>0.1% & SVHC in article > 1t/yr/producer or importer.

 

In the context of the Waste Framework Directive, suppliers of articles need to provide information to the SCIP database on those articles which contain Candidate List substances in a concentration above 0.1% w/w as from January 5, 2021.
