In October 2021, the Quebec government of Canada proposed to legislate to repeal the Upholstered and Stuffed Articles Act in order to reduce red tape, which requires labeling for various upholstered and stuffed products offered for sale in the province of Quebec. Recently, the Quebec government passed Act No. 103, which will repeal the "Act respecting stuffing and upholstered and stuffed articles (chapter M-5)" from December 9, 2021. The official document will be announced soon.

Previously, the three provinces of Ontario, Quebec, and Manitoba in Canada had formulated regulations to regulate the licensing, registration, and labeling requirements for upholstered and stuffed articles. As of July 1, 2019, the Government of Ontario, and as of January 1, 2020, the Government of Manitoba successively repealed their upholstered and stuffed articles regulation. At this point, it means that filled products are no longer required to be labeled or licensed for all provinces in Canada.
