1. According to Egyptian finance minister Decree No. 38 of 2021, Egyptian ports will implement "Advanced Cargo Information (ACI) declaration" provision for forecasting cargo information. For all imported goods, the consignee must first forecast the cargo information in the local system to obtain the ACI number and provide it to the consignor. This (ACI) number is required to be forcibly displayed on the bill of lading and manifest.

2. On 20 August 2021, the official website of the Ministry of Commerce of the People's Republic of China also forwarded the notice of the Egyptian Ministry of Finance on the instructions for the use of the Pre-Registration System for Shipments (ACI), which indicates that the System will be officially put into operation on 1 October 2021 as part of the National Single Window for Foreign Trade (Nafeza).

3. The Egyptian General organization of Export and Import Control (GOEIC) has recently issued a notice, according to the pre-shipment inspection program implemented by the General organization of Export and Import Control of commodities listed in the Ministerial Resolutions No. 961 of 2012 and No. 991 of 2015, and with reference to the Customs Advance Registration System for Shipments (ACI), which will come into effect on October 1, 2021. The notification also requires that from September 1, 2021, all inspection bodies authorized by the Egyptian government must upload the issued pre-shipment inspection certificates on their official websites so that importers can implement pre-shipment inspection procedures and reduce customs clearance time.
