Brazil Revises Toys and School Supplies Quality Regulations

On June 24, 2020, the Brazilian National Institute of Metrology, Quality and Technology (INMETRO) issued INMETRO Decree No. 217/2020 to amend the Toy Quality Regulations (INMETRO Decree No. 563/2016) and School Supplies Quality Regulations (INMETRO Decree No. 481/2010), the main revisions are as follows:

 

(一)Toy quality regulations

1. Applicable mandatory standards and requirements:

2. Execution date

• From January 1, 2022, local manufacturers and importers need to produce or import toys that comply with this regulation.

• From January 1, 2023, manufacturers and importers need to ensure that toys placed on the domestic market comply with this regulation.

• From July 1, 2025, all toys sold in the Brazilian domestic market must comply with this regulation.

• After January 1, 2022, the maximum limit of formamide allowed in toys containing foamed ethylene-vinyl acetate copolymer (EVA) will be reduced from 0.5% to 0.3%.


3. Other amendments include age groups, labeling requirements, toy example lists, conformity assessment requirements and conformity identification marks.

 

(二)School supplies quality regulations

1. Revised content: 

The term "play dough" will be removed from the following content:

­ • Certification mode 5 (System 5) sampling plan;

­ • Framework guidelines for school supplies;

­ • Use of conformity identification marks;

­ • Definition of school supplies subject to compulsory certification;

­ • Age grouping.

 

2. Effective date: effective immediately
