The Minister for Small Business of Australia has approved the Consumer Goods (Children's Nightwear and limited Daywear and Paper Patterns for Children's Nightwear) Safety Standard 2017, which shall be enforced immediately to revoke the current safety standard, Trade Practices (Consumer Product Safety Standards (Children's Nightwear and Paper Patterns for Children's Nightwear) Regulations 2007.
This new safety standard will be based on the adoption of AS/NZS 1249: 2014, and the current AS/NZS 1249: 2003 specified in the previous safety standard will be repealed. To assist with the changeover to the new safety standard, a transition period is provided.
Up to 31 December 2019, suppliers have the option to meet the requirement from either the Consumer Goods (Children's Nightwear and Limited and Paper Patter for Children's Nightwear) Safety Standard 2017OR the Trade Practices (Consumer Product Safety Standards (Children's Nightwear and Paper Patterns for Children's Nightwear) Regulations 2007. Therefore, either 2003 or 2014 version of AS/NZS 1249 standard shall be met.
From 1 January 2020, suppliers must ONLY comply with requirements in Consumer Goods (Children's Nightwear and limited daywear and Paper Patterns for Children's Nightwear) Safety Standard 2017, which sets out the mandatory requirements for Children's nightwear. As a result, AS/NZS 1249: 2014 version must be met.
There are a number of significant changes to the new standard, here are the key differences in AS/NZS 1249: 2014
※ a more comprehensive list of inclusion and exclusion
※ a new cautionary label has been introduced
※ a new test for the hazard of molten material has been developed and included in Category 1
※ Simplify the test and test requirement, e.g., several trim types have been deleted from the trim requirements, trim requirements for Categories 1 and 2 are now the same, flame spread tests for Category 1 have been streamlined
※ Rationales are now provided in the new Appendix C
※ Where products are offered for online sale, clear and legible fire hazard information shall be provided as part of the online image and product description.
