On March, 2017,the Toy Industry Association, Inc. (“TIA”) requestingthe U.S. Consumer Product Safety Commission (CPSC) or its staff take action to address a drafting error regarding the omittingof exemptions for projectile toys by the subcommittee when that subcommittee last updated the ASTM F963 standard published by ASTM in October 2016,CPSC staff has reviewed the request, and, based on the information currently available to it, CPSC staff will exercise its enforcement discretion with respect to § 4.21.2.3 by placing a limit 0.08J on the kinetic energy density (“KED”) of projectiles launched from stored-energy discharge mechanisms,
details as follow:
4.21.2.3 Projectiles with energies greater than 0.08 Jshall not have a kinetic energy per unit area of contact, also known as Kinetic Energy Density (KED) greater than 2500 J/㎡ when tested according to 8.14.6.
so that testing would not be required for projectiles with energies less than or equal to 0.08 J.
The revised version will become a mandatory consumer product safety standard on April 30, 2017 and effective for toys manufactured on or after April 30, 2017.
