From Feb 23 to Feb 24 2016, the NVLAP auditor Joseph Borowiec had an assessment of the expansion project for the test site of BACL Shenzhen and BACL Dongguan respectively. The focus of the assessment was NVLAP EELP, it was involved with the EPA Energy Star test method, IESNA standard, and ANSI, 142 items in total. 31 new standards including Energystar Lamp 2.0, IES LM-45:2015, IES LM-85:2014, and IES LM-86:2016, etc was adopted.
The assessment lasted for two days. From the quality system of construction operation, technology capabilities to laboratory facilities, the auditor has a very strict and rigor review, and finally completed successfully. The auditor gave us a very high praise for it!
The National Institute of Standards and Technology (NIST) administers the National Voluntary Laboratory Accreditation Program (NVLAP). NVLAP provides accreditation services through various laboratory accreditation programs (LAPs), which are established on the basis of requests and demonstrated need. Accreditation requirements are established in accordance with the U.S. Code of Federal Regulations (CFR, Title 15, Part 285), NVLAP Procedures and General Requirements, and encompass the requirements of ISO/IEC 17025. NVLAP is well-known by its integrity, impartiality and ethical conduct, it has a international high reputation.
The auditor gave BACL a very high evaluation on the laboratory quality management system and technology capabilities. The experts agreed that BACL’s management system, test method, test level and accuracy rate meet all the requirements, the laboratory facilities and environment are very pleasing, and the staff are of high quality. The assessment fully showed the capabilities of BACL as an independent, impartial and accurate test organization and presented that BACL conforms to the general requirements of international standards.
BACL as an independent testing organization has been providing high quality, high efficiency, and high accuracy testing and certification services for clients for a long time. And this time, the assessment once again expended the testing scope and enhanced BACL’s reputation and certification capabilities, which has laid a solid foundation for the development and accelerated the progress. In 2016, BACL will become the vane for the energy efficiency testing field of international lighting products!
